since hp is a function of torque, how can you increase torque while selectively not increase hp?

the dinan tune makes less power than the other tunes because it makes less tq and less hp. it cant make the same tq and less hp, that is not physically possible.

there are many justifications for choosing a dinan tune, but your comments above arent one of them
