If you think about how the arm moves when you raise or lower the car, it becomes clear. The ball joint nut has no effect on the ability of the ball joint itself to move, it simply secures the stem. The frame side nut will trap the inner part of the bushing and therefore does affect the twist on the bushing as the car is raised or lowered.
