Only experienced one set of Blizzaks so far (WS70's on my Evo X) and found them to be quite decent, if a little soft. I've tried several sets of winter tires so far, and I thought the Toyo Garit KX were very good.....harder than the Blizzaks for sure, but still relatively soft for a 'performance' winter. Dunlop Wintersport M3's were quite good too.
No recent experience with halogens to be fair, but I'd imagine a decetn set of Philips +50% bulbs or similar might make a tangible difference.
