In the UK I think the ticket has to be applied to the car beofre it is considered served (I am willing to be corrected if that is not actually true).

This you would be quite entitled to drive off in these circumstances and I guess a policeman / traffic warden would not be allowed to stop you from doing so.

These guys were a couple of chumps for not communicating in the first place to avoid the situation deteriorating like that.
