Brake Pad Shifting

My brake pads seem to shift excessively when changing directions. For instance, after braking while in a forward motion, I reverse and hit the brakes. I can feel the pads shifting in their seats so hard it vibrates throughout the whole car. It's pretty embarrassing for a 50k car.

Anyhow, I've brought it to the dealer for this a number of times and they can't seem to get it right. I know the first bunch of times I complained, they tried using some kind of adhesive to get the pads to stay which worked for a short time, but eventually resulting in the same problem (as expected).

At my last visit, they changed all brake pads. This seemed to solve the problem but again, same issue. Seems to be coming from the rear.

Does anyone know what is going on, what the permanent fix is, or have any insight? I wouldn't believe it if this was "within spec" as there's something obviously wrong.
