i would look for bad bushings in the wishbone arrangement. On an e30 and e36 the control arm bushings or ball joints could make this happen. I know an e90 doesn't have the same arrangement but a bad bushing or ball joint on the wishbones could cause that.

Pads make the wheel vibrate a little. The movement is pads is so small I doubt it can be felt like that. Look for bad bushings or ball joints.
