It took me three dealerships but they finally covered the ballast and the bulb under CPO. My issue was that they were refusing to do the diagnostic to check if it was the ballast or not unless I agreed to pay $600 in labor in the case that it wasn't covered. Funny thing is that the first two dealerships were dead set against it and trying to find ways to blame it on other things and the final one was really cool about it and actually even covered the replacement HID bulb which everyone else said was definitely not covered... Although now my halo eyes on the passenger side are out so I'm hoping that's just the bulb and not anything to do with the ballast again.
