Since they are already stretched, just open the cover enough so you can grab the headlight washer arm and pull it out. Detach the springs from the arm (the just slip out) and let it go. Then just grab the headlight washer arm and pull it back out to them back on. Mine were a little loose, but after a couple days they compressed again, and are flush just like they were before I took the bumper off.

Woah, thats a great idea!! LOL, the springs were both stretched to the point where the little cover looked like it was about to fall off so I threw a little piece of double sided tape in there to keep it shut until later on but I'm gonna do this tonite.....THANKS!!!!
