In the daytime its really hard to see anything in the light. If you are in direct sunlight - Forget it your not going to see it. If you are in a shadow, Overcast, dawn, dusk, or just not facing the sun, then Yes you will see them.
I think the best time for having white angel eyes is dawn and dusk.
