It's beveled to minimize it's affect on the freq. response, that's it. A lip of plastic is not going to be able to affect the phase of anything. Are you sure you know what phase is? There is simply no way for the surround to have any phase problems that the dome doesn't. Hell, if you're looking at a single driver like this phase doesn't even exist since phase is only a relationship between two drivers.
