The big red plastic 'bulb' in the pic covers a white plastic tab. The tab prevents the slip ring from turning, until it's pressed down. Once you bolt the steering wheel on to the steering column, that pin is pressed down all the time, and the inner part of the slip ring can turn freely.
You need to remove the red thingy before you install the slip ring, but we can take the top of the slip ring off without breaking the red tab. The top of the slip ring here is the top outer cover.
First pic: Red bulb thingy that prevents the slip ring from turning in shipment. Also, you can see tabs in the middle (black tab hooking white plastic nub) that we need to unclip later to completely take this apart.
Second pic: With the red tab bulb off, we reveal the white tab that later will be pressed into the down position when you install the part between the steering column and the steering wheel.
