They can be. Some just choose the bare polished finish. I had my brushed finished iForged wheels on my last car clear powdercoated but I left the polished lips bare. The advantage to leaving them bare is that it's easy to refinish. With a clearcoat, to refinish you'd have to strip the clear and paint it again. With a bare finish, you just polish.
