It seems like the manifold was rolled in mud or something. I would recommend stipping it down and cleaning it thoroughly before installing it on your car. Also, get new set of rubber seals and new bolts.
Remove DISA valves and inspect them. Make sure there is no play. Also, if you really want to inspect them, hook them up to wires (connectors) and rev up your engine. They will open and close as RPM climb and drop.
