It sounds like you did a good job cleaning the surface and it's not something on top of the clear coat. I would suggest starting with a light polish like the
Meguiar's M205 and if that doesn't work try something more aggressive like the
Meguiar's M105. I'm confident this will remove the marks safely and permanently. Good luck!
