Is the JBD really just a resistor network? There is more in the box than just a resistor and pot. Unless the PIC is just for show then there is more going on in there. I guess a couple seconds of pocking around in there with a DMM should provide the answer.

Yes, it functions by tricking the ECU into thinking that not enough fuel is being delivered, as a result the ECU sends a signal to the fuel pump to pump more fuel, thus the fuel pump increases pressure to pump more diesel. Increasing fuel delivery is how diesels make extra power. There are a couple of ways to go about doing this; 1) by increasing injection timing (ECU flash) or 2) by increasing fuel pressure (piggybacks).
