Update: The time change worked. I ran the blank fob through and only the SN comes up.

Did you have Mode set to Crypto, Protocol set to Manchester, and crypto keys set to default (Low=4D494B52, High=4F4E).
If the transponder chip has not been programmed before, you should be able to read the chip values with the above settings.
