He's talking about shaving the tires, not the wheels.
Shaving a tire is usually done to match the wear if you are only changing one tire, but it can also be used (although I'm not sure why) to make the entire tire slightly smaller.
I'm also not sure why anyone would want to screw up the andling of the "ultimate driving machine" purely for looks, but that's just me.
Oh, and rolling a fender is pretty much irreversible too. It'll take a bodyshop and some paint to fix it.
