This happened to my ex, although when we went to the police, they weren't very helpful.

They queried the incident with the registered keeper, who denied all knowledge. The police said it was our word vs theirs. The insurer appointed a third-party accident investigator, who couldn't get anywhere either.

So in the end our insurer gave up pursuing them and it was registered as a non-fault claim

Just seems that if you're not the sort who does "the right thing", you can end up getting away with anything
