1. catless or catted downpipes.
catless have no catalytic converter (a mesh like filter within the pipe) which means the pipe is hollow. This means it is cheaper to manufacture. Slightly higher power gains with catless, but they leave an odour.
catted downpipes have a less restrictive catalytic converter than Oem (usually 200cpi) so cost more to manufacture making them more expensive.

2. brands.
some well known brands cost more vs products from taiwan or china. Its like buying a Panasonic vs a Palsonic.

3. Fitment and quality
As others have pointed out, its just a pipe/pair of pipes at the end of the day. Well known brands like Wagner tuning are made in Germany and are designed and engineered for German cars so you know you get top quality stainless steel pipes and fitment is spot on.
