UK Parking Control are members of the British Parking Association,so even if you don't respond,as members of the BPA they can request your details from the DVLA,and the DVLA will give them those details.


If you are confident the photos put you in a strong position,then why not appeal?
To appeal you'll have to give them your details,so they'll have them anyway,so I'm not sure where you're going with this?
