Rotating tires is for maximizing tread life, which for many people is a #1 priority, especially on non-performance cars. BMW seems to prioritize handing over tread life. Since BMW tires seem to wear more unevenly than other vehicles, it would make sense that rotating the tires could hurt handling.
With different size tires and uni-directional tires you can't rotate them anyways.
