I was having problems with this error and upon troubleshooting the issue it ended up being that I forgot to add the first \ when I had to add "c:\ediabas\bin in system variables" to my system variable path.
I also downloaded a copy of api32.dll from some site and added to my windows32 folder first but it didn't work. I can comment if you need to do this first to make it work or not.
