I suggest you check out Kijiji or market place on FB. You'll likely find a great deal on there.
If money is an issue, jump into a nice low monthly 2-3yr contract and they'll give you 1 for free.
Otherwise, good luck finding a local who will sell for less than $300-400 cash.
