You don't NEED it. You can run flash only or both of them together. The JB4 would have on the fly map switching, gauge hijacking, meth, and port injection management. You can run external management for port injection or meth so it is not a requirement to have the JB4 if you are using either of the two. If you are a set it and forget it kind of person a conservative flash is what you would be looking for.
I personally haven't decided yet if I will ditch the JB4 once MHD comes out.
