It's all up to the car. If the CBS doesn't say it needs it, the dealer won't get paid for doing it.
But the CBS does have some leeway and will tell the dealer that something is coming up, and have them perform it even though the car hasn't given you a warning to bring it in for maintenance. For example, my car said I would need a brake fluid flush 03/2010. I brought it in for warranty work in 11/2009 and they performed the fluid flush because the car told them to, even though the car hasn't told me to bring it in yet.
