I don't think that dark colors get shinier technically but that the light reflections in them are more obvious and contrast more, therefore possibly giving the impression of more shiny.
And of course lots of lighting helps too. This reminds me of my car when I finished the Zaino job on it and it didn't rain EVERY FREAKIN DAY.
