That is correct as the width is what is going to determine the concavity, not the offset on cast wheels.

What he means is that if you're comparing the same width, the concavity remains the same no matter the offset (ie. 19x9.0 ET15 vs 19x9.0 ET35). To answer your question, yes, the 19x9.0 will be less concave then the 19x10.
