I just get a paper towel which is moist. Some warm water in a cup which I pour on top of that $#1+, then let it soak. Once that $#1+ is easy to manipulate... I gently remove it with the moist paper towel.
I do that over and over again until it's gone. I never had any issue with it etching and I don't leave that $#1+ on my car for more than a day (The second I notice it... I deal with it).
If you are having problems after the initial clean up, you might want to try to clay bar that part or if that doesn't work... try to use some rubbing compound on it next? you should also consider waxing your car and leaving a good layer of wax always on the car.
