Any wheel brush thats safe for use on wheels would work. For the barrels, the Dayton Speedmaster wheel brush is great.

When you say agitation, does this mean scrubbing it? It just seems to be happening on one of the front wheels. I know there's a place locally who can refinish the wheels and do a new clear coat and everything. I'll try cleaning it first and I'll snap a few pictures of them now and post them.
