Your water pipe picture has a hole on which the stud/screw comes in to tighten the pipe to the center core. You put the spacer under that hole (looking from above the pipe), in order to level the pipe end.

Just put the pipe on the RB turbo and you will notice where the spacer should be put in order to be able to tighten the pipe correctly on the turbo...
