the only mod that I noticed that increased low-end torque was the 3 stage manifold. I picked up over 20+ ft lbs at like 2000 rpm with a tune.
but other than that, there really isn't much you can do. experimenting with the timing map with an OFT may help a bit, but nothing very significant.
