The heater can only heat up when there is heat building up in the engine, so a lot will depend on the efficiency of the engine warm up phase. Is the engine heating correctly, thermostat OK?
With colder ambient temperatures, even if setting the AC to say 20C, there won't be instant heat and may take several miles to get decent heat flow.
Time to get heat will also be influenced by how hard the engine has to work while warming up.
