Have you tried removing the wheels and claying them? Megs WB works well as a last resort, couple tips only on cold wheels if their hot from driving do not do it, always flush the wheels liberally with water before the WB, do one wheel at a time do not let WB dry and lastly never ever ever on uncoated aluminum or magnesium wheels period. I always try other stuff first as it can etch or cause clear coat issues if used improperly. I learned once the hard way along time ago.
