ticket is from a private company called parking invoice , These guys are the biggest scam .
Has anyone experienced such a private parking company sending a small amount such as this over to a Collections Agency?

It depends if you parked in a commercial paid parking lot or just a normal parking lot. If it was in a normal parking lot, that ticket is a scam, chuck it. If it was a paid parking area, you may want to pay/call in to dispute. They very rarely send to collections, but they could tow you if you ever park on one of their lots again.
