undercarriage sliding noise on start/stop

My 330 has a noise upon starting from a standstill and stopping. Sounds like something is sliding...at first I swore it was in the cabin, like something in the door storage pocket. Upon further investigation, it is below the footwell of the front passenger seat, and you can actually feel it with your hand as you accel/decel. But when I look under the car, nothing is loose. Nothing can be felt by hand moving under the carpet. I'm guessing it is between the "floor" and the undercarriage panel (that soft damper bolted to the underside of the car). Any ideas? Thanks.
