A squared (or some say regular) setup is where all for rim/tire sizes are the same.
A staggered setup is where the rear rim/tire sizes (usually tire sidewall and rim/tire width) are larger than the front. This gives the appearance of a more aggressive and fatter rear look (also better summer traction if you are RWD).
There should be some stickies in the this forum on that, or simply search for squared vs. staggered to get the idea of what is right for you.
But yes, a staggered setup (wheel + tires) will usually be more expensive than a squared setup simply because you are ordering off-sizes.
