Every year there is a huge auction where dealers all over the US bid on cars that higher end BMW workers have driven for that year. They are usually all loaded vehicles and have really low miles talking 4k to 5k miles. The dealers can pick these up for thousands below invoice and sell them to you as a new car which qualifies you for the lower rates. Its a great route to take when buying your next car.
