For garage-type restoration. Your best bet is to use a 3M or similar drill-attachment kit (take your time) followed up by a meg's power ball + PlastX polish. ~$60-70 in supplies and a few hrs.

If you have access to a pro detailer, you can stop by and have them finish them up for a perfect finish.

The second headlights in your post above will run you ~$1k net and require a ton of work to get working properly so I suggest you avoid that route.
