Brakes are only lit up if you apply the footbrake. At night it's bad practice to keep footbrake on for more than a few seconds as you will dazzle the driver behind.

I've noted that in day or night that if you approach the lights and a car is stopped in front the driver sometimes presses the footbrake to remind you the car is stopped!
