The underlying fallacy in congestion charging schemes is the notion that people entering the zone are doing so due to true choice. In reality, there is no choice as public transport is lamentably abysmal so people are compelled to use cars.
The goverment/ken livingstone must also believe that people just drive around in cars aimlessly or for pure fun 8am in the morning. And that therefore, if this apprent privilege is restricted or withdrawn, people will not really suffer. Perhaps they need reminding we are actaully going to work to generate the taxes which they thrive upon like blood thirsty parasites!!
As you guys and girls may have realised, I am vehemently opposed to excessive taxation on motorists
