I'm only guessing on this. LED retrofits like OSS use rings that where used in the older E46s, rather then a LED projecting a light into a optic, there is LEDs lined up in the shape of a Angel Eye Ring so it is always pointing forward rather then lighting up tubes as in the previous e92 headlight.
Just how people attempted to copy the Audi LED light strips onto other cars, no one could match the quality of a major car company like Audi, so I am guessing BMW Angel Eyes LCI are the same idea as the LED rings but with much better quality.
