Toronto doesn't get the winters it used to, but my opinion is you should get winter tires anyway.
Advantages:
-saves your alloy wheels from contact with salt
-prolongs the life of your summer/all season tires
-during a snow storm you'll be really glad you have them
You can get a good setup with rims and tires for under $1,000 even less if slightly used.
