I dunno my dad parked illegally in Boston and it was a big fine. He had my little bro' write a letter and oddly, it was dismissed with an explanation. The City said they would forgive it this time, but not next. He was happy. I think the key is in his letter he admitted guilt, but politely asked that the fine be waived.
Have to admit I was surprised he got out of it.
