the small scratches are probably swirls that are due to either you or the dealer washing the car improperly. Like said above, use sheepskin mitts and a gritguard when washing. However, properly washing will only prevent new swirls from appearing, not remove the old ones.

For that, you need a random orbit buffer, something like the Porter Cable 7424. I like the Optimum line of prodcucts so I would use their polish on either a yellow or white pad. Then, some sort of sealant like Megs 21. Follow with a carnuba wax that doesn't have any sort of cleaners in it. I order my stuff from Detailer's Domain or Autogeek.
