I would suspect the Fuel connector, the one on top back of the engine. You connected the Procede there back in the days. Might have that one not properly seated it back when removing the Procede to install the JB4. Just an idea but worth looking at:

Thats a good point. If he had the Proceed and didn't put the connector back properly or one of the pins got damaged that could be a possibility.
