To give you some insight to what happens to many of us on the east coast. Emissions stations will plug in a sensor in the tail pipe and put the car under load (dyno rollers) and measure the readings. The only exception to this is if your car is AWD and their rollers cannot support that and in that case they will often just put the car in neutral and measure the readings.
wow that really sucks.... i know they put cars on the rollers here but usualy thats only if there obd1 or older .... they may measure the exhaust in park but honestly i've gone through w/o cats on my other car and didn't have a problem at all,
