Invest in some good wheel brushes (wheel woolies or Speedmaster).
Chemicals from least to most aggressive.
1. Meguiars Non-Acid Wheel & Tire Cleaner D-14301.
2. Carpro Trix or Iron X
3. SONAX Wheel Cleaner PLUS
4. Meguiars D140 Wheel Brightener
