EVAP is usually always last, it takes forever.
Pretty much what I tell my customers if we do any work on their vehicle that effects any emissions related monitors, drive it between 50-80 miles & you should be all set

Apparently sucks to live in Mass... my JB4 N54 335 went and passed NH state inspection no problems, on map 5 for that matter... Obviously no CEL on, but to my knowledge JB4 alone doesn't affect readiness monitors.... I have an OBD2 bluetooth adapter and the Torque app on an old android, and would occasionally check in on the readiness tests... everything always green as far as my memory serves.
Sorry i know a bit off topic from the OP's request- but wanted to share my experience. NH + JB4 + no CEL = pass. DPs, well that's a different story. Somebody should
buy a DP fix and rent the damn thing to form members
