Yes, any reputable tuner shop should be able to roll your rear fenders for ~$100. You can't roll the front fenders though since they are plastic.
I think that the +30's on the front (8.5" rim) with 235/35/19's should be fine. They are aggressive and should sit flush, but I don't think you should have any clearance problems with them since a lot of people run that size. With that said, I like to speak from experience and my own front wheels are NOT that aggressive (although I would like them to be) so I can't say with 100% assurance, so I'll let someone else confirm this. I am willing to bet that they are fine though.
