once inside the headlight you can go a number of different routes... you can paint it (either with a gravity feed spray [better choice] or rattle can), you can tint your turn signals either by using "Night Shade" paint or you can cut out a little tinted vinyl piece to go in there. As for the reflective chrome needed for high beams and such, you can probably get away with painting them gloss black with like 3 or 4 coats of clear to to make them shine... maybe even try black chrome paint (typically with a gravity feed sprayer - i haven't found an effective rattle can black chrome paint yet). Obviously, if you paint them, either way you are going to lose brightness out of it...
